Name That Council: July 31, 2009 solution

The trees are green. The fish are jumping. The water is
pleasant. It must be summer in the land of Friday's patch.

Friday’s patch featured the pleasant green-and-blue hues
that people in cooler climes associate with summer. But notice that it didn’t
feature the scorching reds and oranges the rest of us deal with during the hot
month of August.
