Name That Council: Jan. 21, 2011 solution

I’m having a dilemma.

I can’t decide whether it’s good or bad when there aren’t very many correct answers for an edition of Name That Council.

On the one hand, an easier mystery patch, like the Baden-Powell Council, means more people have a chance to win.

On the other hand, a harder-to-guess patch, like that of Juniata Valley Council seen above, gives each person who enters better odds at the prize. Friday’s patch had just 38 correct responses.

Too easy, or too hard: What’s your preference?

My guess is that our winner this week, Dennis Gallagher of the Greater St. Louis Area Council, thrives on the challenge and prefers tough tests like this one. He’s rewarded with the patch seen above.

I’ll post the next challenge on Friday. I have several patches sitting in my drawer, so should I pick an easy one or a hard one? Tell me in the comments below.
