    I have a Scout that completed a conservation oriented Eagle Project which he is also using towards the Hornaday Award. Should all the hours that the Scouts normally tabulate towards his Eagle Project and Hornaday, such as planning, writing up project, etc. be included towards NOA Conservation?

    Based on the requirement of “Complete 25 hours of conservation work under the auspices and standards of the Boy Scouts of America, including hours worked as part of requirements 1 through 3,” I would tend to say any of the time actually working on those projects would count, but not planning time.
