Part of this award requires 8 hours of community service in a conservation project (2 hours of management; 6 hours of carrying out the project). My question is: who performs the 6 hours? Clearly, the scout earning the award must perform the 2 hours of management, but do the hours worked by others count towards the 6 hours of carrying out the project?

    The requirement states:

In addition to earning the merit badges, a Scout is required to perform a community service project. The project should involve a minimum of eight hours of time, two of which must involve management planning, with the other six consisting of carrying out the project …

The list of possible projects seems to hint that the intent is for the scout to make a good plan (2 hours), then lead others in service (6+ hours). All in a day’s work.
